		<description><![CDATA[A Mineola man was arrested Friday by Texas and Southwestern Cattle Raisers Association www.tscra.org (TSCRA) Special Ranger Larry Hand on 2 counts of hay theft after he allegedly conducted an online hay scam. Special Rangers Hand, Max Hartmann and Doug Hutchison investigated the case. According to Hand, Steven Clues, 39, began advertising in late summer on internet hay sites. He collected funds by wire transfers on 98 round bales of hay from 2 victims worth an estimated $10,000 but failed to deliver the hay. The victims were from Fayette and Comal counties. Hand says that a Grand Jury will review the case for possible additional charges. “These ranchers began ordering hay in Sept. 2011 at the height of the drought and wildfire season,” said Hand. “We’ve seen an increase in this form of hay fraud and expect the situation to get worse as we head into winter and hay supplies dwindle even lower.” Hand advises ranchers to be extremely cautious when using hay brokers. 		<description><![CDATA[The Unwanted Horse Coalition&#8217;s (UHC) Operation Gelding program has aided in gelding 276 stallions to date. The program, which was first launched in late August 2010, is able to continue aiding in the castration of stallions thanks to the support and seed money provided by the American Association of Equine Practitioners Foundation (AAEP). Operation Gelding is designed to offer funding assistance to organizations, associations, and events that wish to conduct a public gelding clinic under the name and guidelines of Operation Gelding. An organization that has completed an Operation Gelding clinic will receive funding of $50 per horse, $1,000 maximum, to aid in the costs associated with the clinic. The Operation Gelding program is in its second year, with four clinics already completed since September 2011. Clinics have been held in Colorado, Washington, and Michigan. Wilma Tronstad, from Ripley&#8217;s Horse Aid Foundation in Mount Vernon, WA, completed her first Operation Gelding clinic in October of this year. 		<description><![CDATA[The U.S. Department of Agriculture&#8217;s Animal and Plant Health Inspection Service (APHIS) issued a proposed rule on August 11 to establish general regulations for improving the traceability of U.S. livestock moving interstate if an animal disease event takes place. Under the proposed rule, livestock moving interstate would have to be officially identified unless specifically exempted. The proposed rule encourages the use of low-cost technology, and specifies approved forms of official identification for each species, such as metal eartags for cattle. &#8220;The ability to track where diseased or at risk animals have gone or been moved from, is critical in ensuring a rapid response should an animal disease event take place,&#8221; Dr. Dee Ellis, State Veterinarian, said. &#8220;We encourage all interested stakeholders to comment on this proposed rule,&#8221; Ellis stated. An efficient and accurate animal disease traceability system helps reduce the number of animals affected by the disease itself or movement restrictions. A traceability system  also reduces the time needed to control the spread of the disease and ultimately decreases the cost to producers. 		<description><![CDATA[The Texas and Southwestern Cattle Raisers Association (TSCRA) http://www.tscra.org today applauded the U.S. Department of Transportation’s (DOT) decision not to consider a proposal http://www.dot.gov/affairs/2011/fmcsa2411.html that could have required tractors and loaded stock trailers weighing 26,000 pounds or more to obtain a commercial driver’s license (CDL). According to TSCRA this proposal had the potential to severely harm the Texas cattle industry, especially during times of natural disasters such as drought and wildfires. This morning (Tuesday, August 9, 2011) the Arabian Community was visited by another cataclysmic nightmare when a barn fire struck the Fred Goslin/Gwen Nix farm in Magnolia, Texas. The blaze errupted at 6 a.m. in the training barn housing 28 show horses. 14 horses were lost in the fire, but 14 were rescued by Fred and Jennifer and their children Casey and Crizta. The barn housed nationally decorated horses for people throughout the Southwest area, including several of the family&#8217;s children&#8217;s horses. Tom McNutt is organizing on-site assistance to help with clean-up and to prepare for re-building. 		<description><![CDATA[The National Cowgirl Museum and Hall of Fame has named Patti Colbert of Bertram, Texas, as the 2011 recipient of the Fern Sawyer Award. The Fern Sawyer Award, whose namesake is a 1976 Honoree and champion cowgirl, is awarded to an individual or organization that has worked toward and contributed to the advancement of the National Cowgirl Museum and Hall of Fame. Previous award winners include Edward P. Bass, Georgia Mae Ericson, Anne W. Marion, Van Romans and Sheila Welch. Colbert, a member of the National Cowgirl Hall of Fame Board of Directors, is credited with creating the concept behind the Museum&#8217;s popular Cowgirl U program, and has long been an advocate for the museum among the many horse industry groups through which she has served as a leader.
