		<description><![CDATA[The existing wildfire situations across the state of Texas have The Texas Animal Health Commission (TAHC) emergency responders currently working in Bastrop, Travis, Cass, and Waller counties. The TAHC is the lead state agency for livestock related disaster response and continues to provide assessments of animal needs in the affected areas while working closely with local authorities to resolve those needs. The TAHC staffed the State Operations Center (SOC) in support of response operations. As part of the state&#8217;s Animal Response Team, the Texas A&#38;M Veterinary Emergency Team (VET) has a 13-member team working with the local sheriff&#8217;s department and animal control officers to triage and stabilize animals being removed from the burned areas in Bastrop County and to provide veterinary care to the search and rescue canines deployed with Texas Task Force 1. According to Russell Iselt, Region 7 Supervising Inspector, the TAHC has been assisting local livestock officials in escorting producers into affected/restricted areas to help or allow them to feed and water their stock. A number of local veterinarians have taken in displaced animals and treated injured or burned animal patients. 		<description><![CDATA[The long-awaited groundwater ownership bill was signed into law by Gov. Perry today. SB 332, by Senator Troy Fraser (R-Horseshoe Bay) and Allan Ritter (R-Nederland), clarifies that landowners own the groundwater below their land as real property. Landowner groups across Texas, including the Texas and Southwestern Cattle Raisers Association (TSCRA), worked alongside members of the Texas Legislature to ensure SB 332 was passed and made law. &#8220;We want to thank Chairmen Fraser and Ritter, Lt. Gov. Dewhurst, Speaker Straus and the rest of the legislature who worked hard to pass SB 332,&#8221; said Joe Parker Jr., rancher and TSCRA president. &#8220;And we want to especially thank Gov. Perry for recognizing the importance of this bill and signing it into law.&#8221; SB 332 states that, &#8220;The legislature recognizes that a landowner owns the groundwater below the surface of the landowner&#8217;s land as real property.&#8221; The bill goes on to say that landowners are entitled to drill for and produce the groundwater below the surface of real property. 		<description><![CDATA[Currently, there are still 25 known horses in Texas that attended the event and 336 cohorts (stablemates) of the 25 that are currently being held under movement restrictions. The single confirmed case which was a horse from New Mexico that sought treatment in a veterinary clinic in Texas is now recovering. The horse returned to its original premises of origin. The single &#8220;suspect&#8221; case that was reported Thursday, May 19, from Jack County tested negative for EHV-1, however was euthanized due to the severity of its unrelated illness. TAHC continues to evaluate other unrelated horses with clinical signs, but no additional cases have been confirmed at this time. To be consistent with reports from the United States Department of Agriculture (USDA) and other states, the TAHC is following USDA guidelines for clinical and suspect cases which have very specific criteria to meet the case definition. 		<description><![CDATA[Texas Animal Health Commission (TAHC) officials are continuing to trace exposed horses that attended the National Cutting Horse Association (NCHA) Western National Championships event that ended on May 8 in Ogden, Utah. There are currently 26 known horses in Texas that attended the event. Those 26 horses and a total of 323 more cohorts (stablemates) of the 26 are currently being held under movement restrictions across the state. Texas has currently only detected one confirmed case. That horse sought treatment at a veterinary clinic in far West Texas and has subsequently returned to New Mexico where it originated. A second horse located in Jack County has been classified as &#8220;suspect&#8221; and is pending further diagnostic testing. 		<description><![CDATA[May 18, 2011 &#8211; Animal Health officials nationwide are currently investigating the possible spread of the neurologic form of Equine Herpes Virus 1 (EHV-1) disease, which has been detected in horses that participated in the National Cutting Horse Association Western National Championships in Ogden, Utah from April 29 &#8211; May 8. EHV-1 is a viral disease of equine which does not affect humans. The neurologic form of the disease can manifest itself as hind limb weakness, tremors, recumbency or other nervous system type symptoms which may be preceded by fever or respiratory signs. The disease is most commonly spread by aerosol transmission and can result in death of the affected animal. Texas Animal Health Officials are currently investigating approximately 20 horses in Texas that were reported to have attended the event. All horses known to have attended the event are under movement restrictions. 		<description><![CDATA[Horses exposed to the Equine Herpes Virus (EHV-1) based on attending an event held in Utah will now be monitored through a national case reporting system. In addition, a guidance document was sent to State Animal Health Officials and Area Veterinarians in Charge (AVIC) in each state on Tuesday, May 17, 2011, courtesy of the U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS), Veterinary Service (VS). In response to confirmed cases of Equine Herpes Virus (EHV-1) and Equine Herpes Virus Myeloencephalopathy (EHM) in horses that attended a cutting horse event in Ogden, Utah held from April 29 to May 8, 2011, the American Horse Council (AHC) and the American Association of Equine Practitioners (AAEP) contacted the USDA:APHIS:VS and requested federal coordination for data collection, dissemination, and communication efforts among state and federal veterinarians. The purpose of collecting this data is to protect the health of horses and mitigate the economic implications of further EHV-1 transmission to horses not yet affected. 		<description><![CDATA[On the afternoon of Wednesday, May 18, there was reportedly one horse in the Weatherford, Texas area that had tested positive for the Equine Herpes Virus (EHV-1). The horse had been at the NCHA Western National Championships in Ogden, Utah. The horse reportedly has been quarantined since its arrival in Weatherford, and was thought to be at a very low risk of shedding the virus prior to the horse&#8217;s isolation from all other horses. The NCHA is not aware of any additional horses in Texas that have been reported with cases of the virus as of the afternoon of May 18. The Texas Animal Health Commission has been contacted, and the facility where the horse that had tested positive for the EHV-1 virus is located has reportedly been quarantined. 		<description><![CDATA[The Colorado Department of Agriculture has implemented new travel requirements for horses entering the state due to the spread of Equine Herpesvirus (EHV-1). &#8220;We are considering all of our options for protecting Colorado&#8217;s horse industry. At this point, we do not believe it&#8217;s necessary to stop horses from entering the state but we need to be able to know where those horses are coming from and where they are going; traceback is a vital part of disease control,&#8221; said State Veterinarian, Dr. Keith Roehr. New Travel Requirements for Horses Entering Colorado Standard requirements for horses entering Colorado include a health issued certificate within 30 days of their arrival and a negative Coggins test within 12 months. The new requirement consists of a permit to enter the state. Horse owners who wish to bring their horse into Colorado must first call their veterinarian. That veterinarian can then contact the Colorado Department of Agriculture&#8217;s State Veterinarian&#8217;s Office at (303) 239-4161 and request a permit number.
